Solutions
1) Try to un-install and re-install the app/program
2) Switched to local account and switched back to Microsoft account and then tried to run the app. (Go to desktop, press alt key + F4, select”switch users”.)
3) Check your third party program like firewall or antivirus program. Try to disable/remove your firewall/antivirus programs.
4) Re-install Windows 8. The ios file might be corrupt and need to re-install Windows 8
